Municipality’s public participation programme for IDP/budget 2012/13 gathers momentum

THABAZIMBI – The Mayor of Thabazimbi, Cllr PA Mosito, came face to face with some challenges facing the residents in various wards during the municipality’s IDP Public Participation Programme.

The municipality has clustered its wards due to the vastness in jurisdiction. The clustering is made out of major centres namely, Rooiberg, Rooibokkraal, Regorogile, Thabazimbi Library, Smashblock, Regorogile 2, Kromdraai, Dwaalboom, Groenvlei School and Northam.

Mayor Patricia Mosito takes along councillors and Management from the municipality during all public participation programmes for transparency and accountability by all and practical democracy is seen as a key to community upliftment and transformation.

The IDP/Budget Public Participation Programme 2012/13 is scheduled to take place from 17 October 2011 and will end on 17 November 2011.

Whilst management has improved slightly in the attendance of IDP and budget meetings they have experienced a serious decline of councillor participation. It is however disappointing to find that the political leadership does not take serious the main work they are here for. One cannot compromise democratic principles on governance and no one should ever undermine the opinion of our masses in any decision making process.

Most of the challenges noted during the consultative meetings were issues such as; lack of transportation from farming areas, unemployment, shortage of RDP houses, unattended gravelled roads, unavailability of cemeteries especially by the people living in farms as the municipality is densely populated with farming area, non collection of refuse removal, lack of sporting facilities, illegal occupation on

RDP houses especially in the Northam Extensions, poor road infrastructure in other parts of Northam area, incomplete projects, lack of Ids, those are but some of the challenges raised by the communities from various wards.

The Mayor also highlighted the Municipal By-Laws to the communities and made an appeal to them to visit satellite offices to register their comments. IDP and Budget processes were also mentioned as the most important document that contains all plans that the municipality is rolling out.

The Service Delivery and Budget Implementation Plan progress was also highlighted by the Mayor to the communities.

Meanwhile the mayor has made a promise that all the challenges highlighted during the public participation programme will be monitored and relevant interventions will be made. Those that need referral to other departments will be assisted and follow ups will be made to that effect.
