Two crucial steps to lowering household electricity costs

Local expert says two straightforward actions beat all others for households trying to put a lid on soaring electricity bills.

With electricity prices literally going through the roof, coupled with the recent 29% increase in municipal rates in Johannesburg and Ekurhuleni, South African families will be facing serious expense challenges this winter and in the years ahead. Graham Mundy, founder of Solar Beam (a local solar water heating company that has been running for 33 years) says that while there are many small daily actions people can take to reduce electricity consumption, a focus on the geyser will produce the biggest rewards.

“The geyser typically accounts for as much as 50% of the household energy bill,” says Mundy. “It’s the dominant force when it comes to household consumption, so families must consider ways of reducing the power their geysers are pulling. Other actions – like making sure you don’t leave your TV or Hi Fi on standby – are important, but by far the most powerful puller of energy is the geyser, there’s no doubt about that. ”
Mundy, who has several decades experience in the solar industry, including working on major industrial projects, recommends two focus points for South African families.

“Firstly, buying a geyser blanket and insulating the first two meters of the hot pipe from the geyser can make a big difference. They’re cheap and easy to install and they offer an immediate point of action for pretty much anyone, regardless of budget or cash in hand. Mundy also explains that air-conditioners running on heating mode in winter should be kept to a minimum as this in itself is a fairly wasteful heat source, simply because the air-conditioner is usually positioned high on the wall, so the heat produced hovers around the ceiling.

“Secondly, taking a slightly longer view, a solar powered water heating system offers the opportunity to radically reduce consumption.”

While there is a relatively significant up-front cost in installing a solar water heating system, the savings that can be achieved outweigh this cost, especially within the context of the massive annual increases South Africans will have to deal with over the next three years. Industrial solar water heating systems have the ability to halve the cost of the water heating bill a staggering reduction in anyone’s book. For residential households the figure is less, but still weighs around an impressive 40% of the total bill in an average household.

“Eskom offers a rebate for consumers who install such systems, so that lessens the up-front blow,” Mundy adds. “Ultimately the calculation must be carried out over a three or four year period. Over this period, the money is going to be spent, like it or not. Those who manage to install a solar system are looking at financing the cost up-front, and then at a large drop in electricity costs once the savings have paid off the installation. The rest are looking at spiralling costs, year on year, often at the mercy of power suppliers such as Eskom. The maths is undeniable.”

Given the savings on offer, water heating investments are now falling into the primary category of household expenditure, maintains Mundy, along with cars and houses. “Finance for these items is freely available and makes some compelling reading when comparing instalment costs with monthly savings. The idea is to let your solar system pay for itself!”

“These are investments that literally change the structure and quality of family life. They are foundational investments, because they allow a family to grow and sustain itself into the future.” Just like any capital purchase, doing ones homework is essential before a decision is made.”
Mundy stresses, however, that even for those who aren’t able to finance the installation of a solar system, geyser action is not only possible, but imperative.

“Many people don’t realise that the first step to reducing their electricity bill can cost as little as R300. At Solar Beam we see every day how people who invest in a geyser blanket experience immediate savings. Many are then also motivated to put more effort into the larger issue of their actual geyser.”

And what technical advice does Mundy have to offer for those taking the first steps to installing a solar water heating system?

“It’s simple,” he says. “Make sure you deal with a company with an SABS Mark Approved product and a strong track record. They must be able to provide great references and demonstrate at least five years of successful operation in South African conditions. With these credentials in place you won’t go wrong.”

National Credit Regulator hails court judgment as a boost for consumer protection

The National Credit Regulator (NCR) welcomes last week’s judgment by the North Gauteng High Court in a case brought by African Bank as a major step forward in the interpretation of consumer protection legislation.  The matter involved the legality of Section 58 of the Magistrates Courts Act, which is used by credit providers to obtain a judgment against consumers who are in default of making repayments in terms of their credit agreements.  The NCR intervened in the matter to ensure that rights afforded to consumers in terms of the NCA are upheld.

“Concerns were raised about credit providers utilising this section to obtain judgment against consumers without these consumers being afforded adequate protection under the provisions of the National Credit Act (NCA),” says Peter Setou, Senior Manager: Education and Strategy at the NCR.  “There were also concerns that clerks of the Magistrates Court were simply acting as a rubber stamp in granting judgment without looking at the lawfulness of the credit agreement.”

Section 58 of the Magistrates Courts Act (consent to judgment proceedings in the Magistrates Court) is a quick and cost effective method for credit providers to obtain a judgment against defaulting consumers. The main feature of the section 58 procedure involves consumers providing written consent to the credit provider applying for judgment against them.

“The problem arose when consumers who had not been properly informed of their rights under the NCA would sign a consent to judgment for being in default, while in fact the granting of that credit in the first place amounted to the extension of reckless credit,” says Setou. “The clerk would not have been in a position to enquire whether the credit agreement in fact amounted to reckless credit and would simply grant judgment against the consumer.”

He says the court’s decision is significant because it ruled that the Magistrates Courts must take into consideration the legal relationship between credit providers and consumers when obtaining a judgment against a consumer.  The effect of this is that the provisions of the NCA are applicable and must be taken into account.

Under the NCA, consumers in default have the right to be sent a Section 129 notice (required procedures before debt enforcement).

Ten days after receiving the notice, the credit provider may send the consumer a summons or letter of demand envisaged in section 58, but it must comply with the NCA by including the following:

  • The fact that the consumer has been in default for at least 20 days and that 10 days have lapsed since delivery of the notice.
  • The fact that the consumer did not respond to the notice or that they rejected proposals laid out by the credit provider in the section 129 notice.

Compliance with each requirements of section 130 (3) of the NCA which includes amongst others that the credit provider has not approached the Court at a time when the consumer has applied for debt counseling.

“The ruling specifically indicated that each of these aspects in the summons or letter of demand must be dealt with adequately and separately in order to enable the debtor to be fully informed and give proper consent to judgment,” says Setou.

If the consumer then consents to judgment in writing, the summons or letter of demand is then submitted to the clerk of the Magistrates Court. The clerk must consider its contents to ensure that it complies with the requirements of the NCA.

“After perusing the documents, the clerk must also consider whether there is a reasonable possibility that the underlying credit agreement involved the extension of reckless credit,” says Setou.  “The clerk must also consider whether there are any allegations that the consumer is over-indebted; or that the computation of debt was not in accordance with the NCA, for example if it is above the minimum prescribed rate of interest.  Other factors the clerk must consider include whether the credit provider is properly registered in terms of the NCA and whether the consumer fully understood his rights when giving consent to judgment.

“If the clerk has reason to suspect any of the above, he must refer the matter to a Magistrate for interrogation,” says Setou. “The Magistrate can then call for evidence and decide whether judgment may be granted or not.”

“The major thrust of this judgment is that it obliges clerks of the court and Magistrates to take cognisance of the provision of the NCA before consent orders are granted. The result thereof is that consumers’ rights will be protected ”, concluded Setou.

Suksesvolle sakekenners deel geheime

So is my man nie nou DIREKTE familie nie?

Payment Advice For Off-plan Buyers

If you‘re a home buyer purchasing property “off plan” – or in advance of your home actually being built – you will most likely have more money issues to deal with than those purchasing a pre-owned property.

And the first of these is the matter of the deposit. It is very important, says Berry Everitt, CEO of the Chas Everitt International property group, that you do not pay any deposit for a stand or an off-plan home – or sign any agreement to purchase such a home – until you have thoroughly checked the credentials of the developer and/ or home builder and made sure they are well-established operators with a track record of completed and successful developments.

“You should also make sure that your deposit is only paid into the trust account of an attorney or a registered estate agent – not the bank account of the developer or builder. There have been far too many cases in recent years of bogus estate agents, builders’ agents and construction companies taking deposits for proposed developments and then simply vanishing.”

He says the second thing to consider is the possibility that you may need two separate home loans – one to pay for a stand and the other for the actual structure – if the development is not sectional title.

“The second loan is often called a ‘building loan’ and is used to pay the building contractor in instalments known as draws. These are paid as certain stages of the building work are completed to the satisfaction of the financial institution.

“However, you as the buyer will have to sign each draw form authorising the bank to pay, so you can have a large measure of control over the way the work is done. And you should exercise this control by visiting the building site frequently and monitoring the workmanship closely so that any problems can be rectified immediately – and certainly before the builder collects the last draw.”

In addition, says Everitt, you should never occupy or sign for the keys to your new home before you’ve checked it over thoroughly once more, and got the builder to agree in writing to rectify any remaining “snags”.

“And lastly if you’re a VAT-vendor or are buying the property in the name of a VAT-registered enterprise, you should consult your accountant about reclaiming the VAT payable on the purchase of a newly-built home.”

Piper Cub

Fly-In by nuwe aanloopbaan van Modelvliegtuigklub

Maar soos die manne sê: “It’s all in the game”.

Dalk ‘n ruimtevaarder of twee?

Vir meer inligting, kontak gerus vir Connie Conradie by 014 772 1663 (Huis).
